| 项目分三期实施，首期开发面积9.4平方公里，计划用3-5年时间，基本完成基础设施建设，解决首期工业企业用地需求，同时配套商住生活用地，形成大型产业新区；中期用10年时间，开发面积约12.3平方公里，结合山、海、岛资源，发展休闲旅游空间；远期约需10年时间，计划开发面积为8.8平方公里，以海洋经济为主题，结合休闲娱乐、生态人居、科研商贸功能，构筑典型的生态型滨海城市。目前一期已投入近1.47亿美元，基础设施基本完成，首批工业和三产项目已入园建设。招商重点：高新技术产业、高档城市三产项目。
滨海新城规划面积30.57平方公里，是三门县未来工业经济与外向型经济的集中发展区域，在新一轮的工业化和城市化进程中，将成为承担产业升级、完善城市功能的重要载体。滨海新城将是全县生产力布局的中心区块，也是台州沿海产业带的重要组成，是未来的三门政治、经济、文化、商贸中心。
This project will be carried out in three stages. The initial stage, with a development area of 9.4 square kilometers, will be finished in 3-5 years. It aims to complete the construction of fundamental infrastructure and meet the needs of first industrial enterprises for land while developing matching land needed for business buildings and residential buildings to form a large-scale industrial new district. The middle stage, with an area of 12.3 square kilometers, will take 10 years to develop spaces needed for leisure & tourism industry on the basis of its existing mountain, sea and island resources. The distant stage, with a planned development area of 8.8 square kilometers, will take about 10 years to construct a typical ecological coastal city on the theme of “Ocean economy” that integrates recreation & entertainment, environment & habitation and scientific research & commerce. At present, about 147 million US dollars has been put into the first-stage development and infrastructure construction has been completed in the main. The first industrial and tertiary projects have settled down in the district. The investment focus of this stage is high-and-new technology industries and high-quality civic tertiary industries.
Binhai New City is planned to cover an area of 30.57 square kilometers and will become the concentrated development district of industrial economy and export-oriented economy of Sanmen County. In a new round of industrialization and urbanization, it will become an important carrier shouldering the functions of upgrading industries and perfecting city functions. Binhai New City is to be the central district of Sanmen productivity distribution, an important part of Taizhou Coastal Industry Belt and the future political, economic, cultural and commercial center of Sanmen.
