| 项目总投资近2950万美元，由二部分组成：第一部分为引水工程，即引临海市牛头山水库水源至杜桥西湖水厂，引水干线长13532米，其中南岙隧洞长11291米，管线长2241米。第二部分为供水工程，即新建杜桥西湖水厂一座，用地面积7公顷，规模为远期日供水能力为20万吨，一期日供水能力为5万吨。
临海市东部沿海片共有杜桥、上盘、桃渚3个镇，区域面积414平方公里，人口33.6万人。而杜桥镇则是临海市“一个副中心”和“一个城镇群”的重要组成部分，是临海的第一大镇、省级中心镇，区域面积186平方公里，人口近20万。随着该区域经济与社会的快速发展，城镇化水平的提高、镇区的扩大、人口的增加特别是位于该区域占地面积20平方公里的温台沿海产业带临海东部区块和省级台州化学原料药产业园区临海区块的快速发展，对水的需求量也越来越大。原有杜桥镇一座日供水2万吨的水厂远远不能满足该区域生活及生产的用水需求，为此，需实施沿海地区供水工程。
The gross investment for this project is about 29.5 million US dollars. It is consisted of two parts. The first part is Water Diversion Project that will divert water from water source of Niutou Mountain Reservoir in Linhai to Duqiao West Lake Water Plant. The pilot trunk is 13,532 meters long, wherein Nan’ao Tunnel totaling 11,291 meters and pipeline totaling 2,241 meters. The second part is Water Supply Project, i.e., to build a new Duqiao West Lake Water Plant that will cover 7 hectares of land. In the long term, its daily water supply capacity can reach 200,000 tons, while the first phase project will supply 50,000 tons daily.
The east coast region of Linhai, with an area of 414 square kilometers and a population of 336,000, includes three towns, namely Duqiao, Shangpan and Taochu. Duqiao County, as an important part of “One Sub-CBD” and “One Town Group”, is the largest town in Linhai and Zhejiang Provincial Central Town. It covers an area of 186 square kilometers and has a population of near 200,000. With the rapid economical and social development in this region, the enhancement of urbanization level, the expansion of towns, the increase in population, and, especially, the rapid development of Wenzhou-Taizhou Coastal Industry Belt East Linhai Section, which is located in this region and covers an area of 20 square kilometers, and Provincial Level Taizhou Chemical Raw Material Medicine Industry Park Linhai Section, the demand for water is becoming greater and greater. The existing water plant in Duqiao can only supply 20,000 tons a day and therefore is far from being able to meet the region’s demand for domestic water and process water. In this respect, Water Supply Project mu (1mu=1/15 hectare)st be implemented in coastal areas.
