| 总投资额1.47亿美元。东海涂围区地处温岭市东部沿海大港湾内，围涂总面积5.46万亩，其中南片3.93万亩。东海涂的开发建设是整个温岭市建设的一个重要组成部分，是一个综合开发项目，包括工业、旅游业、种养业等多个产业部门和港口、道路、水库等大量的建设子项。东海塘龙门湖旅游休闲项目属于东海塘围涂区的建设子项目，总占地面积370公顷。项目以龙门湖为主导，依托海、湖、涂、岛等自然资源，建设文化浏览区、中心游憩区、休闲渔业区，形成吃、住、游、度假于一体的滨海旅游度假基地。
1.商业金融用地：规划商业金融用地8.09公顷，占用地面积2.2％。规划商业服务设施主要集中布置在航道路东侧北、龙门湖周边，结合游艇码头设置滨湖的餐饮、游乐、购物空间。
2.文化娱乐用地：规划文化娱乐用地13.41公顷，占规划建设用地面积3.64％。规划文化娱乐设施位于东明南湖西北角，以及龙门湖湖中岛，规划有多功能活动中心、海洋生物展示馆、船舶展示馆以及游艇俱乐部等。
3.旅游度假用地：龙门湖周边布置旅游度假设施，在保护自然生态环境的同时发展旅游业，用地面积68.68公顷。在龙门湖北侧、横岐山南侧布局低层低密度的休闲旅游度假设施，如宾馆、会所、度假别墅等。
4.水域（龙门湖）：用地120.83公顷，开发水上游艇等水上休闲项目。
The total investment for this project is 147 million US dollars. Donghai Mudflat Enclosure Area, with a total area of 54,600 mu (1mu=1/15 hectare) wherein the south wing is 39,300 mu, is located at Wenling east coastal harbor. The development and construction of Donghai Mudflat Enclosure Area is an important part of Wenling municipal construction and is an integrated development project, consisting of several domains, including industry, tourism and planting & breeding industry, and a number of construction minor projects, including ports, highways, reservoirs, and so on. Longmen Lake Tourism and Leisure Project in Donghai Embankment is a minor construction project belonging to Donghai Mudflat Enclosure Area and it covers an area of 370 hectares. This project, with Longmen Lake as the lead, will build Cultural Tourism Area, Central Relaxation Area and Leisure Fishery Area on the basis of its existing natural resources like the sea, lakes, shoals and islands to form a coastal tourism and holiday base that integrates eating, living, tourism and holiday-spending.
1. Land for commercial and financial use. According to the plan, land for commercial and financial use will cover an area of 8.09 hectares, that is, 2.2% of the total area. Business service installations will mainly be allocated to the north district to the east of Hangdao Road and areas around Longmen Lake. Also, in combination with yachts and dock, lakeside catering, entertaining and shopping spaces will be reserved.
2. Land for cultural and recreational use. According to the plan, land for cultural and recreational use will cover an area of 13.41 hectares, that is, 3.64% of the total construction area. Cultural and recreational installations will mainly locate at the northwest corner of Dongming South Lake and Lake-center Island in Longmen Lake. In this project, Multi-functional Activity Center, Halobios Showroom, Watercraft Exhibition Center, Yacht Club and some other facilities will be built.
3. Land for tourism and holiday-spending use. Tourism and holiday facilities will be arranged around Longmen Lake in an effort to develop tourism while protecting the natural ecological environment. This project will cover an area of 68.68 hectares. Recreational and vacation facilities with only few storeys such as hotel, clubs and holiday villas will scatter in the region to the north of Longmen Lake and to the south of Hengqi Mountain.
4. Water area (Longmen Lake). This area covers an area of 120.83 hectares and on-water recreational programs such as yacht will be developed.
