    一、项目环境
    项目所在地的路桥区,是台州市的商贸功能区。其商贸历史悠久,素有“百路千桥万家市”的美誉,更有“无街不市,无巷不贩,无户不商”之说。路桥商贸发达,截至2006年12月,路桥共有各类专业市场共计72个,其中消费资料类28个,生活资料类42个。日上市交易人流量超过15万人,输出商品数千,平均每天有3万多吨货物从路桥联托运中心进出,巨大的人流、物流、商流、资金流带动了会展、餐饮、娱乐住宿等第三产业的迅速壮大,第三产业的增加值达到12亿美元以上,社会消费品零售总额12亿美元。该项目所在地附近已建有文体中心、会展中心和世纪广场、五星级酒店,同时配套建设的公交转运中心连接周边城区。
    二、市场分析及建设条件
    到目前为止,路桥乃至台州市区整个范围内都还没有一家集购物与休闲娱乐于一体的购物中心。台州人均GDP达4000美元以上,人均收入水平位居长三角十六城市第二位(仅次于上海),高档消费需求强劲。路桥作为一个商贸中心的购物环境和商圈辐射能力居台州首位。因此在路桥投资建设购物中心,前景十分看好。
    三、项目内容
    拟建一个集大型超市、大型百货、美食餐饮、康乐休闲以及精品购物、室内步行街等为一体的大型综合性购物及娱乐消费中心。项目占地面积400亩(26万平方米),建筑面积达50万平方米,其中商业面积30万平方米。建成后将是台州市域范围内单体建筑面积最大、经营品种齐全、服务门类多样、辐射区域最广、综合竞争力最强的综合性大型购物与娱乐休闲中心。
    四、投资概算与效益预测
    项目总投资2.1亿美元,投资回收期为10年。
    五、合作设想
    合作、合资、租赁。项目建设期两年,争取2010年建成开业。
    六、中方单位
    本项目中方单位为浙江路桥中国日用品商城股份有限公司。该公司注册资本10956.6万元,经浙江省工商行政管理局核准注册登记,是一家集批发市场、物业管理、进出口、国内贸易、房地产开发、仓储、会展、广告、大型超市、信息中心于一体的跨国集团公司,拥有全资子公司八家,参、控股企业两家,在江苏等地设有分市场,境外设有阿联酋台州商品销售分拨中心。

    I. Project environment
    The project is locatd in Luqiao District, a function area of commerce and trade in Taizhou City. Luqiao has a long history of commerce and trade, enjoying the reputation of “ten thousand stores along hundreds of streets and thousands of bridges”, and there is a saying “markets in every streets, mongers in every lanes, business in every household.” With its well developed commerce and trade, up till Dec., 2006, Luqaio has 72 special markets of all kinds, 28 of which are for consumption materials and 42 for living materials. Daily population flow in the market is over 150,000, with the output of thousands of commodities. The daily cargo flow at Luqiao Joint Transportation Center is more than 30,000 tons. The huge flow of population, cargo, commerce and capital has pushed forward the quick rising of tertiary industry such as exhibition, catering, recreation, accommodation, etc. The tertiary industry has been increased by over USD1.2 billion, with a retail turnover of social consumables as high as USD1.2 billion. Culture & Sports Center, Exhibition Center, Century Plaza and five-star hotels have been constructed near the location of the project, with a supporting public bus transference center to connect surrounding areas.
    II. Market analysis and construction conditions
    Up till now, there isn’t a shopping mall integrating shopping and recreation in Luqiao, and even in the whole downtown area of Taizhou. Personal GDP in Taizhou is over USD4000, and personal income is the second highest among the sixteen cities of Changjiang Delta area (after Shanghai), making it powerful in high class consumption. Luqiao, as a commerce and trade center, enjoys the best shopping environment and radiant capability of commerce circle in Taizhou. Therefore, there is a promising future in the construction of shopping mall in Luqiao.
    III. Project content
    It’s planned to construct a large-scale comprehensive shopping and recreation consumption center integrating large supermarkets, large department stores, catering, fitness & leisure, exquisite goods shopping, indoor pedestrian street, etc. The project covers an area of 400mu (260,000 m2), with a construction area of 500,000 m2, 300,000 m2 of which is for commerce. Upon the completion, it will become the large-scale comprehensive shopping and recreation leisure center with the largest single construction area, with complete operation types, various services, largest radiant area and the strongest comprehensive competitiveness in Taizhou.
    IV. Investment budget and profit estimation
    The total investment of the project is USD210 million, with an investment payback period of 10 years.
    V. Cooperation mode
    Cooperation, jointly-funded, tenancy. The construction period of the area is two years, and an all-out effort will be made to get it completed for operation in 2010.
    VI. The Chinese party
        The project’s Chinese party is China Commodity City Co., Ltd, Luqiao, Zhejiang. With a registered capital of 109.566 million yuan and approved by Zhejiang Administration of Industry and Commerce, the company is a transnational group enterprise, integrating wholesales market, logistic management, import & export, domestic trade, real estate, warehouse, exhibition, advertisement, large supermarket and information center. The group has 8 subsidiary companies, with 2 joint or holding enterprises, branch markets in areas such as Jiangsu and an overseas sales distribution center of Taizhou commodities in UAE.
