| 一、项目背景及建设条件
温岭市物流中心项目位于温岭市大溪镇甬台温高速大溪道口北侧，104国道西侧，该地交通便捷，位置重要，是理想的物流中心。温岭地处浙江省东南沿海，台州市南冀，北接台州市路桥区，西与温州的乐清相邻，市域三面濒海，海岸线长达317公里，陆地总面积925.8平方公里，辖11个镇5个街道，831个村105个居，人中116万，是全国经济百强县之一。随着经济的快速发展，现代物流业的需求非常旺盛。2008年，全市货运量和货运周转量分别达2890万吨和1479321万吨公里。目前我市已具备了物流业加快发展的明显优势。2008年全市实现生产总值(GDP) 70亿美元，同比增长10.9 %。规模上工业企业1725家，总产值达94亿美元。初步形成摩托车及汽摩配件、水泵及电机、鞋帽皮塑、家用炊具及金属制品、中小船舶修造、建筑建材等主要产业群。全市各类贸易市场 125个，成交额达49亿美元。市内几家较为大型的超市——农工商、人本、三和、世纪联华、乐购tesco、农贸市场等均以公路运输为载体，内部无连锁配送网络，但配载空间在40%左右，迫切需要物流配送和建立配送网络。
甬台温高速、大石一级公路、泽太复线建成通车，104国道和林石线、泽坎线省道完成了改造，全市铺设了五纵五横的城市公路网，实现了村村通公路，全市公路密度达到 1.90公里/平方公里。拥有礁山、永安和温西港等3个港口，2008年港口货物吞吐量达 368万吨。
根据市经济和社会发展“十一五”规划：到2010年，温岭将提前基本实现现代化，构筑五大区块组合、高速信道衔接、城乡一体化布局、半小时经济圈的中等城市框架。全面建成“一个中心五大区块”城乡一体化的发展格局，物流业将处于快速发展期。因此，建设温岭市物流中心势在必行。
二、项目准备或进展情况
该项目已进行可行性研究分析。该项目所在各类基础设施配套齐全。有多条主干道路分别通向大石一级公路、104国道，既可迅速进入甬台温铁路、甬台温高速公路和建设中的龙门港，走向中国，奔向世界，又可通过温岭及周遍发达的公路网络到达路桥、椒江、黄岩、乐清、玉环县（市、区）等客户所在地，位置非常优越，联系十分方便。同时在建设期也十分有利于材料和设备的进出，水、电、通讯等有保障。水可由大溪供水公司的管路供给；电由周边已有的和将建的塘岭变、泽国变、洋城变、牧西变、向东等多座500KV、220KV、110KV千伏变电所予以保障；通讯以实现了电话G网、C网的全覆盖。
三、项目建设规模和内容
总投资约为5147万美元，中心用地规划达546亩，其中一期可启动建设用地297亩，其中净用地约274亩，道路及河道留用地23亩。二期可用建设用地248亩。

I. Background & Construction Conditions:
Wenling Logistics Center Project is located in the north of Daxi Crossing of Ningbo-Taizhou-Wenzhou Expressway, Daxi Town, Wenling City, in the west of No.104 National Highway. It has convenient transport and it is an ideal logistics center. Wenling is located in the southeast coastline of Zhejiang, in the south flank area of Taizhou, north to Luqiao District of Taizhou and west to Leqing of Wenzhou, facing sea on three sides, with a coastline of 317 km and a land area of 925.8 m2. There are 11 towns, 5 sub-districts, 831 villages and 105 residents’committeesunder the administration of Wenling, with a population of 1.16 million, which is one of National Top 100 Counties on economy. With the rapid economic development, the demands for modern logistics are very blooming. In 2008, the whole urban freight amount and turnover respectively 28.9 million tons and 14,793.21 million tons km. At present, Wenling has had distinct advantage of accelerating the development of logistics. In 2008, it achieved the GDP of 7 billion USD, with a year-on-year growth of 10.9%. There are 1,725 industrial enterprises with a large scale, with a total output value of 9.4 billion USD. The main industrial cluster has preliminarily formed, such as motorcycles & auto-motor parts, water pump & motor, shoes & hats & leather & plastics, household cookers & metal products, small and medium sized shipbuilding, construction materials and so on. There are 125 various trade markets, with a transaction volume of 4.9 billion USD. In the urban area, supermarkets with a larger scale, including Agriculture & Industry & Commerce, Renhe, Sanhe, Century Mart, Tesco, Agricultural trade market and so on, regard highway transportation as carrier, without chain distribution network inside. The distribution margin is about 40%. It is urgent for logistics distribution to construct distribution network.
Ningbo-Taizhou Expressway, Dashi 1-Grade Highway and Zetai Second Line have opened to traffic. No.104 National Highway, Linshi Line and Zekan Line Provincial Highway have completed reconstruction. 5-vertical and 5-herizontal urban highway network is paved in the whole city. It can be achieved that there are highways in every village. The highway density is up to 1.90 km/km2 all over the city. There are three ports including Jiaoshan, Yong’an and Wenxi Port. The port cargo throughput was up to 3.68 million tons in 2008.
According to the municipal economy and the social develop “ten-one-five” program, by 2010, Wenling will basically realize the modernization in advance and construct the medium-sized urban framework such as the integration of five great areas, the connection between express passages, urban-rural integration layout and half hour economic circles. The development layout of “one-center and five areas” urban-rural integration will be comprehensively formed and the logistics industry will be in the stage of rapid development. Therefore, it is imperative under the situation to construct Wenling Logistics Center.
II. Preparations or Progress:
The project has gone through the feasibility study report analysis. The project’s location has complete and various supporting infrastructure, with many trunk roads which respectively lead to Dashi 1-grade Highway and No.104 National Highway, only rapidly enter Ningbo-Taizhou-Wenzhou Railway, Ningbo-Taizhou-Wenzhou Expressway and under-construction Longmen Port, going to China and running to the world, but also reach Luqiao, Jiaojiang, Huangyan, Leqing, Yuhuan County (sub-cities and districts) and other places through Wenling and neighboring developed highway network where clients reside. The location has advantageous location condition with convenient transport. Under construction, the import of materials and equipment are very convenient, and water, electricity and communication are all guaranteed. Water can be supplied by pipelines of Daxi Water Supply Co., Ltd. Electricity can be provided by current and to-be-constructed Tangling Substation, Zeguo Substation, Yangcheng Substation, Wuxi Substation, Xiangdong Substation and other 500 KV, 200 KV and 110 KV Substations. Communication has realized the whole coverage of phone G network and C network.
III. Construction Scale & Content:
The total investment is about 51.47 million USD. The central land area is up to 546 mu as planned. In the first phase, the construction land area is 297 mu with a net land area of 274 mu and the road & riverway land area of 23 mu. In the second phase, the construction land area is 248 mu.
IV. Cooperation Mode & Content:
Joint-venture or wholly foreign-invested construction. The foreign party is expected to invest with cash.
