温岭市地处浙江中部沿海，东濒东海，水产资源十分丰富，这为项目的实施提供了原料的保证。同时本项目位于上马工业区块，距市区31km左右，一级公路穿厂区门前而过，交通便利。通过本项目的实施，新增年产鱼糜及鱼糜制品2.5万吨生产能力的要求，企业鱼糜及鱼糜制品能力将大幅度增长，不仅可以形成规模效益，降低生产成本，提高产品的市场竞争力，同时也大大增强了企业的实力，拉开与同行的距离，有利于提高企业的经济效益和社会效益。
二、项目建设内容
1、本工程建筑物的里面处理在满足生产工艺前提下，力求简洁明快，富有现代工业建筑的风格：办公室综合楼均为四层建筑，占地面积均为520.0m2;宿舍楼为五层建筑，占地面积为1440.0 m2；1#生产车间为二层建筑，占地面积为8322.0m2；2#生产车间为单层建筑，占地面积为4380.0 m2；冷库为二层建筑，占地面积为1990.0 m2；氨机房配电房为单层建筑，呈长方形占地面积为800.0 m2；水处理间为单层建筑，呈长方形,占地面积为648.0 m2。
2、主要设备： 豆竹卷生产线、仿蟹肉生产线、全自动水煮线、全自动油炸线、高速打浆机、细切机、单冻机、鱼丸机、成型泵浦等。
三、投资概算与效益预测
1、建设投资估算（先总述总投资，后分述建筑工程费、设备购置安装费等）。本项目固定资产总投资估算为11500万元（不含建设期贷款利息192.51万元）。
2、流动资金估算。流动资金估算是按分项详细估算法进行估算，估算总额为585.6万元。
3、效益评价：正常年销售收入2500万元，创汇2500万美元。

五、项目中方情况简介
温岭市经纬水产食品有限公司是浙江省农业龙头企业，以鱼糜制品生产、销售为主的企业，主要产品有鱼丸、仿蟹肉棒、烧一番等。公司成立于1986年9月，经过二十多年的艰苦创业，在激烈的市场竞争中，以高质量的水产冷冻食品和优质服务，唱响了“经纬”的品牌，目前，公司拥有资产总额7268万元，固定资产总额2945万元。公司生产车间占地面积8950㎡，员工338人，其中各类技术管理人员36人，有各类鱼糜制品的生产线4条，年生产能力10000吨，年产品销售收入达1.1亿元。
2008年10月公司在上马工业区征用土地145亩，实施新增年产鱼糜及鱼糜制品2.5万吨技改项目,该项目计划在2010年9月竣工投产。

I. Background & Construction Conditions:
Wenling is located in the middle of Zhejiang coastline, east to East China Sea, with abundant aquatic resource, to ensure the supply of raw materials for this project’s implementation. The project is located in Shangma Industrial Area, 31 km from the urban districts with the first grade highway in front of the gate and convenient transport. Through the enforcement of the project, the added requirement is that the enterprise can achieve an annual production capacity of 25,000 tons fish mince and minced fish products. The enterprise’ fish mince and minced fish products production capacity will increase by a big margin, which will not only gain large- scale benefit, reduce cost and enhance products’ market competitiveness, but also reinforce the enterprise’s strength and enlarge enterprises’ distance in the same field to improve the enterprise’s economic benefit and social benefit.
II. Construction Scale & Content:
1. On the premise of meeting the production technique, the project buildings’ inside treatment strives for concision with the modern industrial construction styles. Office comprehensive buildings are all 4-storey construction, covering an area of 520.0 m2. The dormitory is 2-storey construction, taking up 1,440.0 m2. No.1 production workshop is 2-storey construction with an area of 8,322.0m2. No.2 production workshop is 1-storey construction covering an area of 4,380.0 m2. The refrigerator is 2-storey construction, with an area of 1,990.0 m2. Ammonia machinery rooms and power supply rooms are 1-storey construction, rectangular, with a land area of 800.0 m2. Water treatment rooms are 1-storey construction, rectangular, covering a land area of 648.0 m2.
2. Main equipment: Beancurd rolls production lines, simulated crab meat production lines, full-automatic water cooking lines, full-automatic frying lines, high-speed strip engine, silent cutter, batch freezer, fish ball maker, molding pump, etc.
III. Investment & Profit Estimation
1. Construction investment estimation (Introduce the total investment and then describe the construction engineering fees, installments charge for purchasing equipment, etc.).The project’s fixed assets’ total investment is estimated to be 115 million yuan (excluding loan interest of 1,925,100 yuan under construction)
2. Circulating fund estimation. The total is 5,856,000 yuan as estimated, according to the sectional detailed estimation method.
3. Profit estimation: The normal annual sales income is 25 million yuan and the obtained foreign exchange is 25 million USD.

Wenling Jingwei Aquatic Products Co., Ltd. is Zhejiang agricultural leading enterprise, focusing on production and distribution of minced fish products. Its main products include fish ball, simulated crab meat stick, Shaoyifan and so on. The company, established in September, 1986, has 20-year enterprising journey. In the strong market competition, its high-quality marine product freezing food and excellent service forge “Jingwei” brand. At present, the company has a total capital of 72.68 million yuan and the total fixed assets of 29.45 million yuan. The company’s production workshops cover an area of 8,950 m2. It has 338 employees and 36 of them are various technical administrative staff. There are 4 minced fish products production lines, with an annual production capacity of 10,000 tons and an annual sales income of 110 million yuan.
The company expropriated the 145 mu land in Shangma Industrial Area in October, 2008. It is to implement the added fish mince and minced fish products technical reform project with an annual production capacity of 25,000 tons. The project is planned to put into production in September, 2010.
