| 一、项目背景及建设条件
滨海工业区是台州市“一心六脉”四组团“结构中的四组团之一，规划为交通便捷、技术先进、生态良好的的现代化工业基地，是未来台州市的工业新城、城市新区。公路交通便捷，港口资源丰富。其中金清镇作为台州市区的第一大中心城镇、路桥区东部商贸集散中心，以及省重点建设的中心镇，历来是路桥区东部区域的经济、文化中心。
随着滨海工业区和金清镇镇区规模、人口及工业的发展，用水量将大大增加，而城市污水排放量也随之大大的增加，使整个水环境质量恶化程度日益加剧。因此，及时建设路桥区滨海污水处理工程，最大程度地降低污水任意排放对地面和地下水源的污染，是十分必要的。
路桥区滨海污水处理工程主要服务范围为滨海工业区南片，包括金清镇全部镇区范围、路桥区金属再生园区、蓬街镇镇区和滨海居住区南片。
二、项目准备或进展情况
项目建设书已由路桥区发展与改革局批准，选址已由路桥区规划处批准。可研、环评、水保已委托设计单位正在编制中。土地部分正在办理农转用手续。
三、项目建设规模和内容
总投资2950 万美元,根据台州市路桥区金清镇和蓬街镇现状以及台州市滨海工业区总体规划的要求，确定路桥区滨海污水处理厂近期规模为1.95万吨/日（至2010年），中期规模为4万吨/日(至2015年),远期规模为10万吨/日（至2020年），远景规模为20万吨/日(至2030年)。目前准备实施的内容为1.95万吨/日污水处理厂一座，采用卡卢瑟尔氧化沟工艺，出水执行一级A排放标准,污水提升泵站一座，一级管网(DN1200-DN1500)10.68公里，二级管网(DN400-DN800)10.68公里。项目实施年限为2009—2012年。

参照路桥污水处理厂BOT模式进行合作。

I. Background & Construction Conditions:
Binhai Industrial Town, one of the four groupings of “One center, six links and four groupings”, is constructed to be a modern industrial base with convenient transport, advanced technology and better ecology. It will be Taizhou’s future industrial and urban CBDs. There are highways with convenient transport and rich port resource. Jinqing Town, as the first great central town of Taizhou, a business collection & distribution center in the east of Luqiao District, and Zhejiang key construction central town, is always the economic and cultural center in the eastern area of Luqiao District.
With the development of scale, population and industry of Binhai Industrial Town and Jinqing Town, the water consumption is greatly rising and the urban sewage discharge is increasing. The whole water environment quality is worse and worse day by day. Therefore, it is very necessary to duly construct Luqiao District Binhai Sewage Treatment Project which can to a great extent reduce the pollution of ground and underground water source the free discharging sewage caused.
Luqiao District Binhai Sewage Treatment Project’s service area refers to the southern area of Binjiang Industrial Town including the whole Jinqian Town, Luqiao District Metal Recycling Park Area, Pengjie Town and the southern area of Binhai Residential Area.
II. Preparations or Progress
The project’s proposal has been approved by Luqiao District Development & Reform Bureau, and the location has been approved by Luqiao District Programming Department. The feasibility study report, environmental evaluation and water conservation have authorized the design company to work out. The land is processed the procedures of the agricultural land conversion.
III. Construction Scale & Content:
The project’s total investment is 29.5 million USD. According to the current situation of Jinqing Town and Pengjie Town in Luqiao District of Taizhou and the requirements on the general programming of Taizhou Binhai Industrial Town, Luqiao District Binhai Sewage Treatment Plant is to achieve a capacity of 19,500 tons/day (to 2010) in the near-future phase, 40,000 tons/day (to 2015) in the mid-future phase, 100,000 tons/day (to 2020) in the far-future phase and 200,000 tons/day (to 2030) in the future phase. At present, it is preparing to construct a Sewage Treatment Plant with a capacity of 19,500 tons/day which will adopt Carrousel oxidation ditchtechnique. T～DN1500) of 10.68 km and the second grade pipe network (DN400～DN800)of 10.68 km.
